The Supervisory Board of the Zelenograd Special Economic Zone


On 15 December, 2010, the Supervisory Board of the innovative Zelenograd Special Economic Zone on the territory of Moscow (SEZ Zelenograd) held a meeting, chaired by Anatoly Smirnov, Prefect of the Zelenograd Administrative District of Moscow. The meeting summed up the results of 2010 and discussed plans for development of the SEZ in 2011. 

Members of the Supervisory Board and guest participants noted a significant increase in the intensity of the work carried out in SEZ Zelenograd in 2010, in terms of both the design and construction of the SEZ, and interaction with existing and new residents. 

Anatoly Smirnov, Prefect of the Zelenograd Administrative District of Moscow, praised the significant contribution of the SEZ to the development of Zelenograd. For his part, Mr Smirnov promised to fully support the implementation of projects in the SEZ. 

The Supervisory Board approved the applications for residency in SEZ Zelenograd submitted by CJSC Plastic Logic, CJSC Zelenograd Nanotechnology Centre (ZNTTs), and CJSC Telekom-STV, and recommended that the Expert Council for Technological and Innovative Special Economic Zones, which will sit on 22 December 2010, to support these companies. The total confirmed investments of the above-listed companies are worth RUR 21 billion. 

CJSC Plastic Logic is a world leader in the manufacture of next-generation flexible plastic displays. In SEZ Zelenograd the company plans to implement a project to research, develop and manufacture flexible displays for e-books and other devices using plastic (organic) electronic technology. The aim of the project is to create a major Russian-based business unit for the company with a separate research centre and industrial complex for the production of flexible displays and devices based on plastic electronics using next-generation thin-film organic transistors on flexible substrate developed by Plastic Logic. 

CJSC ZNTTs is a joint project of the Zelenograd Innovation and Technology Centre, the Moscow State Institute of Electronic Engineering, and Rosnano to set up the pilot production of micro-electromechanical systems (MEMS) based on physical quantity sensors, as well as related devices and systems. The aim of the project is to commercialize a wide range of business areas in the field of nanotechnology and micro-systems technology to support the development of the domestic high-tech sector and increase national economic competitiveness on the basis of the latest achievements in the nano-industry. 

CJSC Telekom-STV is to build a research and production complex for the design and manufacture of products for solar energy, microelectronics and energy conservation. In particular, it is planned to produce silicon-polished wafers, as well as products for the solar energy industry based on silicon technology and measuring equipment, energy-saving electronic control systems for next-generation street lighting and lamps. 

Members of the Supervisory Board and guest participants also familiarized themselves with the construction of the Administrative and Business Centre in SEZ Zelenograd, which will house offices for company investors, an exhibition centre, conference hall with negotiating meeting rooms, hotel complex, data centre, “one stop” service for investors, common emergency service, and police station. 

As part of the Supervisory Board session, members visited the Alabushevo site in SEZ Zelenograd, where construction has begun of facilities owned by the first investors: LLC NII Komponent (a research and production complex in the field of microelectronics) and LLC GDTS Energy Group (Russia's largest data centre with research units). 

In December 2010, LLC GDTS Energy Group started construction of Russia's largest research complex with a total area of 32,000 m² to develop and implement system solutions for the organization and operation of a data and call centre, and to create conditions for the development of innovative technologies. Construction will be completed by the end of 2013. 

Prior to that, LLC NII Komponent began construction of a research and production complex with a total area of 22,200 m², including administrative offices and production facilities. The new building is designed to realize a project to develop an SHF element base and SHF transmission and reception modules for radio systems in various locations, to upgrade and expand the functional characteristics of active Signal-N radar echo-transponders, and to begin production of developed products. Construction is expected to be completed in 2013. 

As part of plans to develop the SEZ infrastructure, the following is planned for 2011:

  • At the Alabushevo site:
    o        proceed with construction of a customs post and fire depot;
    o        proceed with construction of the Business Innovation Centre, a second SEZ office building, which on completion will be leased to residents;
    o        proceed with construction of multi-storey car parks in the business district, intra-building engineering services, as well as work to improve the environment of the SEZ complex;
    o        complete the construction of lane 4803 with all mainline utilities along it;
  • At the MIET site:
    o        proceed with construction of the Innovation Business Centre with a technology transfer centre for the specialized training of personnel and a customs office;
    o        complete the construction of all intra-site utilities. 

In respect of the annual results, it was noted that:

  • four new resident companies (LLC NII ESTO, LLC NITs Privodnaya Technika, CJSC NPK NII Teplopribor, CJSC NPO Elar) are due to begin construction in H1'2011.
  • JSC SEZ will sign a lease agreement with OAO Sitronics-NT, CJSC Binnofarm and LLC SanLit Technology, after they have registered their site plans in the cadastral registry in Q1’2011, which will allow these resident companies to begin full-scale project and survey work on facilities inside the SEZ.
  • a settlement agreement was signed with the company LLC NITs Optolink in 2010 on the termination of an agreement to conduct technologically innovative activity in SEZ Zelenograd; other companies are considering the possibility of signing a settlement agreement.
  • The Expert Council will be advised to consider the exclusion of LLC MKS Plus and LLC NTTs Lampa from the list of resident companies. 

The essential part of the meeting of the Supervisory Board was the decision to establish a working group to include representatives of the management company of SEZ Zelenograd, SEZ residents, the prefecture of the Zelenograd Administrative District of Moscow, and the Moscow Government. The main task of the working group will be to initiate and resolve strategic development issues regarding SEZ Zelenograd, such as the creation of an additional area in the SEZ for new investors, and the implementation of housing programmes for employees of resident companies, the "Zelenograd for foreigners" programme, and others. 

The next meeting of the Supervisory Board is scheduled for February 2011.

The invited guests of the Supervisory Board included the management company of SEZ Zelenograd—representatives of the state corporation Rosnano, JSC Russian Venture Company, and CJSC National Listing Agency Regional Innovations and Investments, as well as representatives from potential investor companies in 2011, and other Zelenograd, Moscow and international companies.

The visit was organized under the Special economic zones associate management committee session which took place in Moscow. The minister being the committee co-chairman expressed his desire to visit our city where Technological-innovative SEZ "Zelenograd" is being constructed. Economic zone for technology innovation residents are considered those individual businessmen or commercial organizations (except unitary enterprises), which are registered on the territory of the municipal area and which concluded an agreement about conducting of technical-innovative activity with the SEZ administration. Today there are 2 registered residents of the special economic zone "Zelenograd" that will work on the territory of MIET area.

On June, 7 with working visit the Czech delegation visited Zelenograd. The purpose of the visit is to familiarize with plans of development of a special technical-inculcational economic zone "Zelenograd". The Czech Republic, being interested in the further development and diversification trade and economic relations between Russia and Czech, with interest observes process of formation in Russia the special economic zones which are called, besides other, to involve foreign investments. On June, 14 within the limits of Days of Bavaria passing in Moscow the German delegation which was headed by Minister of Economics, infrastructures transport and technologies of Bavaria Ervin Huber visited Zelenograd. Among the visitors there was Rolf Tsajtler, 1-st burgomaster of Unterschleissheim, which is the twin-city of Zelenograd, and also the head of firm Dynamis Ralf Mjuller and other officials. The presentation of a special economic zone took place in prefecture of ZelAd Zelenograd.

On May, 24 the mission of the consultants of the World Bank in face of Mr. Gevork Sarkisyan, the coordinator of the Russian program of the World Bank in infrastructure and power engineering, and the number of consultants visited The territorial administration of Federal agency on control of special economic zones. The basic purpose of the visit of mission consisted of estimating of the possibilities of integration SEZ into the economy of region and determining the measures, necessary for the assistance in the creation and the successful work SEZ in Zelenograd.

On May,18 at the invitation of the center of strategic developments Chinese delegation and delegation of Japanese association on the trade with Russia and East Europe "ROTOBO" visited Zelenograd. The purpose of arrival was acquaintance with the plans of the development TIZ of "Zelenograd". The association "ROTOBO" is the only one of organizations in Japan, which contributes to the development of the commercial and business collaboration between the Japanese enterprises and the states of the former USSR and countries of East Europe.

In the number of those accompanying were the first deputy of mayor in the government of Moscow Yuri ROSLYAK, the leader of the department of economic policy and development of the capital Marina OGLOBLINA and other officials. The purpose of the visit was acquaintance with the condition of the project of creation of technical-inculcational economic zone "Zelenograd".
