13.01.2012 | JSC Mikron has begun supplies of ski passes for the biggest facilities of the Olympic games 2014

JSC Mikron, the leading microelectronics manufacturer and exporter of Russia and CIS has begun supplies of contactless ski passes with chip for the biggest facilities of the forthcoming Olympic games 2014 – mountain skiing resort “Roza Khutor”. 

In line with contract the agreed volume of first supply is 50 thousand ski passes, 15 thousand of them have already been supplied. In 2012 skiing resort “Roza Khutor” plans to rise up the volume and diversify the stock-list of supplies.

16.12.2011 | Plastic Logic company representatives visited Zelenograd

Zelenograd prefect A. Smirnov met representatives of German company Plastic Logic, a SEZ Zelenograd resident which specializes in “soft” displays manufacturing. Plastic Logic company representatives presented the design of the facility building as well as samples of future products, such as “soft” displays, E-textbooks, business pads, and discussed the problems the residents of SEZ are facing. In his turn, Zelenograd Prefect promised to do his best for Plastic logic facility construction project at SEZ Zelenograd territory to be embodied.

12.12.2011 | The 12th winter BIM-marathon in Zelenograd took place

12th Zelenograd winter marathon which was dedicated to the 70th anniversary of Soviet army counteroffensive near Moscow took place. 217 runners from 32 constituent entities of the Russian Federation as well as Ukraine, Estonia, Bulgaria, USA and France took part in it. Women’s winner was Michelle Mitchell (Chicago, USA), the silver medal had E. Simukina (Bryansk), and the bronze went to I. Koval (Kashira). Men’s triumphator was V. Loginov (Ivanovo), the second to finish was I. Zernov (Tver region), and the third one was V. Nasrenov (Bryansk).

JSC Mikron, the leading microelectronics manufacturer and exporter in Russia and CIS participated in the section “silicon microelectronics is the basis for innovations” at the International Nanotechnology forum Rusnanotech 2011. “RITM Zelenograd” Fair was held in Zelenograd within the framework of the Scientific Festival. It is the fair of sci-tech and innovation ideas and projects of youths where Zelenograd students o secondary schools and other educational institutions as well as young specialists and teams present their inventions. The projects of young researchers were sort of merchandize articles to be estimated by the “merchants”, those being experts, representatives from Zelenograd higher education institutions, research institutes, electronic companies.

Zelenograd is rightly seen as the most advanced Moscow territory in every sport. This year is the third one for Zelenograd to take part in All-Russia Martial Arts Games and the most successful one for our sportsmen. As deputy prefect A.Nemeryuk reported, the members of Zelenograd karate team won two golden, one silver and three bronze awards.

26.09.2011 | Zelenograd volleyball team to be the champion of Russia!

National volleyball competition among veterans teams of all age categories was held from September, 20th till September, 25th in Lazarevskoe. Zelenograd women’s team became the champion of Russia in ‘45+’ age categories, with sweeping in all the competitions including ones with the most strong ones of Moscow and Saint Petersburg. Zelenograd team acknowledged its title of Russia Cup winner which was won this February.

23.09.2011 | From Zelenograd to Abkhazia

On the 22nd of September EMERCOM relief plane took to the capital of Abkhazia the humanitarian aids for Abkhazian schools from Moscow. All the territories of the city took part in its gathering, including Zelenograd. According to Zelenograd prefect A.Smirnov’s instruction Ochamchira district was given new laptops, magnetic marker boards, globes and sports equipment, such as sneakers, volleyballs, footballs, basketballs and rackets. The overall amount of the humanitarian aids was 249,659 roubles, with total weight of equipment reaching nearly half a ton.

Electronic district and using the technology of  «single window» in Zelenograd administrative district of Moscow
 
The tenth administrative district of Moscow - town Zelenograd - is called town-chip as it is the center of Russian electronic industry. Also Zelenograd is known by many successful IT- projects for increasing habitation quality in different branches of public housing. Besides town have not lost production capabilities and science potential it makes steps as the first in complex automation of local administration and in using full functional «single window» regime.
 
IT-activity is based on conception of territory management covered increasing quality life of people, improvement business circumstances by use of informational and communication technology in public transport, public housing, public health, law protection and other public branches. It was ratified the basic requirements to information system. Namely every IT project should have an ability for interdepartmental electronic interact, integration with Internet portal or other sites. Also it´s necessary to measure the effects for territorial management and population. This condition is made for IT systems aiming to serve the government process in people concerns. Also these requirements were noted during meeting of Moscow Government on August, 2, 2005 that was about realization of city target program «Electronic Moscow».
 
In 2001-2002 for the first time in Russia it began to use of Automatic control system of public Zelenograd transport (ACST). As a result it was increasi ng of passage payment in two and half times greater, correcting of routes and starting the new ones by helping of objective statistics. Also now it is possible to regulate the bus quantity on routes per season, day of week, time of day and in whole to increase the quality of public transport.
 
Noncontact Moscow plastic card («Moscow social card») is used for reducing time of boarding to bus. Now  approximately 52 thousand pensioners (93 percent) have the card. After successful approving in Zelenograd ACST is spreading to other bus routes of Moscow by Moscow government program.
In 2005 data of traffic flow were supplemented by on-line information about bus driving. It happens after install of automatic dispatcher system of passenger traffic (ADSM). ADSM is en-route navigation on the base of GPS, GSM/SMS, digital map. Now it is possible on-line control bus location, speed of driving, time-schedule, and also regulation different technical and service performance such as speed, temperature of bus cabin and others.
 
From the beginning of 2006 citizen of Zelenograd can watch bus movement on-line on Internet web-portal (layer of bus stops) and preplan private time and traffic road. In future it plans to use safety communications with different town services and bus agency (special panel in driver´s cab). It will afford to dispense from control dispatcher room on ends of routs. 
 
Application of new technologies is perspective target for improvement of management accounts in public health including informational support, control of sickness rate,  epidemiologic situation and quality of medical service.  In 2005 it starts the project electronical adult outpatient department from prefect initiative. Project includes  assembly of  local-area network and workplace equipment for physician, officer of laboratory, registry, chief doctor for maintenance of treatment, automatic statistics, medical certificates, electronic medical reports, deciding administrative problems, managing and mapping of morbidity.   
 
Automatic system in housing and communal services
During long period on the base of Moscow fiber-optical line it was formed modern telecommunicational infrastructure. It connects with all buildings, offices of Zelenograd. În e of the largest city net provides citizens the unlimited access to prefecture portal www.zelao.ru , sites of local administration and information resources.
 
On the base of that transport it was developed Unit Automatic Dispatcher System of Management and Control. It covers 110 apartment buildings, 131 social structures which were equipped by devices of heat, water, temperature and pressure sensors, for basement it´s water flooding, security and fire alarms. There is Elevator status sensing also. The system is unique by its functions.
 
Now it is developing wideband television. By current moment 45 apartment houses switched including 9705 apartments total. Subscribtion includes 24 uncoded TV-channels; 25 coded TV-channels; 19 FM radio-channels, internet access at 2048 kbit/sec. There is a work for inspection, designing and building wideband television for all territory of the city.
 
According to Moscow program of security system since 2002 it develops the system of video monitoring for 825 enters of living buildings that is 43 percent of total quality. It was created the Situational Center with integration pictures from 9 cameras of yard control, 232 cameras of control enters, 23 safety communications citizens with dispatching police offices.
 
There is the net for step available shops in consumers´ market. There are no warehouses in that shops called Utkonos (Duck-bill) because of robot «Utk» devices of order . The goods can be ordered from touch-screen terminals in shops, web-site in Internet (http://www.utkonos.ru/ ),  by telephone using catalogue. After that ordered goods are delivered  from united logistics warehouse. Range of goods doesn´t have limits. It is now aproxemetly 70 thousand descreptions of goods (mart) and has upword trend. Consumer can receive the goods the next day after the day of order in any suitable shop including any one in the other district of Moscow. Zelenograd initiative of expand net for whole Moscow was introdused and approved by Moscow government meeting. 
 
In field of administrative management it is successfully use the work-flow system on the base of Lotus Notes. System were installed on every workplaces of prefecture, local districts and some public agencies. There are facilities of digital signature in active use. Electronic library is now created for optimization of storage and access to documents. It is used in-line processing scanning in single window, protocol departures, chancellery which are the main points of documents inputs.
 
Grid filesThe other development complex is geo informational system. GIS integrates database of buildings, shops, computers nets, sickness, schools, accomplishments, people statements etc. It is more than 64 layers totally. GIS provides wide analytic possibilities including parametric analysis, potential maps of sickness spreading, citizens statements (grid-files).
 
According to the Moscow program since 2004 it starts to develop the technology of «single window». From the beginning it was an aim to use most modern technology for informational exchange between single window and other structures of prefecture, local administration and others. The other target was to achieve the most possible automatic of process in frame of existing legal field. That is why the IT department was merged with single window department for creating new Department for informational and technological development. Electronic possibilities made the most transparent and controllable work-flow for government personnel, citizens by helping of touch-screen terminals, official Internet portal www.zelao.ru. Also it is possible to short the time of answering. Now it´s the time of developing headily for Electronic single window. There is more then 500 users per day in official portal. By this indicator portal have leading places in rating of marketing communicators. Portal enters is 3 to 5 problem questions per day for different subject including perspective development of district. The quantity of Internet question increases to the number of official questions in written form. Portal has automatic integration with work - flow system. It makes available to automatic publish prefect orders and answer on internet questions. Also users can monitor the passing the documents in prefecture (transparent administration). Portal is integrated with GIS. Internet version of GIS includes about 11 users layers such as administration of district, enterprises, schools, service offices, shops, bus stops, on-line movement, etc.
 
Also it is possible to inquire on-line by using e-mail of single window department. There are locations of single window departments and their output documents on digital map of district in Internet-site. 
 
Unstop exchange has place about using modern informational technology in government activities. For example  on April, 7, 2005 the international seminar was hold together with Moscow Department of territorial bodies of executive powers, World bank (Global Development Learning Network http://www.gdln.org/). The seminar subject was the discussing the practice of single window in prefectures and loca l administrations, prospects of organization electronic work-flow between different offices. The participants were the heads of local administration from districts of Moscow. And for international discussion it was organized the teleconference with participation of South Korea and Australia.
 
On September, 2005 it was a visit to Belgorod area. The aim of it was to study the activities of single window centers which provide a wide range of services such as land surveying, registration of rent contract of real estate, juridical persons, privatization, replanning of apartments and many others. Although it is not with using electronic technology but it´s debugged the necessary regulations of interaction between Center and justice office, tax structures, cadastral committee and other offices. Prefect Anatoliy N. Smirnov has given such commission to prepare project for creating such center in Zelenograd.
 
On July, 2005 there is the grand opening of the office of project «Electronic Zelenograd». The decision about starting of project was made for achievement targets of program "Electronic Moscow" in Zelenograd.  Also it was required to provide development and maintenance the whole complex of technological informational system and resources. Project includes the creation of daughter enterprise of Joint stock company «Electronic Moscow».
 
On the agenda it is widening of investments for further development projects referred above and creating the other elements of electronic government of Zelenograd The most important of that is meta system, center of data processing, electronic coomerce portal, interactive service by the use of Internet site, electronic voting.
